ทฤษฎีความรู้สึกเป็นส่วนหนึ่ง: แนวทางการแก้ปัญหาการคอร์รัปชั่น ในสำนักงานตำรวจแห่งชาติ

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อวิเคราะห์สถานการณ์ปัญหา สาเหตุ และข้อเสนอแนะในการแก้ไขปัญหาการทุจริต คอร์รัปชั่น และเงินนอกระบบของเจ้าหน้าที่ตำรวจไทย โดยผู้เขียนแบ่งปัญหาการทุจริตของเจ้าหน้าที่ตำรวจออกเป็น 3 ประเด็นหลัก คือ การยักยอกเงินงบประมาณแผ่นดิน การเรียกสินบนจากประชาชน และการรับเงินนอกระบบจากผู้ประกอบการผิดกฎหมาย นอกจากนี้ยังได้นำเสนอทฤษฎีความเป็นส่วนหนึ่ง (Sense of Belonging Theory) ที่ประยุกต์ใช้หลักการความรู้สึกเป็นเจ้าของของพนักงานต่อการทำงานในองค์กร (Sense of Ownership) ในภาคธุรกิจ มาสู่การบริหารงานภาครัฐ เพื่อวัตถุประสงค์ในการลดการทุจริตคอร์รัปชั่นในสำนักงานตำรวจแห่งชาติ ผ่านข้อเสนอในการกระจายอำนาจตำรวจ โดยมีแนวทางการปฏิรูปจากประเทศนิวซีแลนด์ ซึ่งเป็นประเทศที่มีอัตราการทุจริตคอร์รัปชั่นซึ่งเป็นที่รับรู้ว่ามีการฉ้อราษฎร์บังหลวงระดับสถาบันน้อยที่สุดและมีองค์กรตำรวจที่ได้รับความน่าเชื่อถือสูงที่สุดแห่งหนึ่งในโลก เป็นต้นแบบ

Abstract
This article aims to analyze the issues, causes, and suggestions for addressing corruption, bribery, and off-the-books money in the Royal Thai police. The author divided the corruption problems of police officers into three main issues: embezzlement of public funds, extortion of bribes from citizens, and accepting illegal money from lawbreaking businesses. Additionally, the article introduces the Sense of Belonging Theory, which applies the concept of employees' sense of ownership in a business organization to public administration. This theory aims to reduce corruption within the Royal Thai Police through a proposal to decentralize police authority, with reform approaches based on New Zealand's model. New Zealand is recognized for having one of the lowest institutionalized corruption rates and one of the most trusted police organizations globally, serving as a model for reform.
